Terms of service

These terms govern your use of the Policy Reform Toolkit ("the Toolkit"), operated by King Raggatt Family Trust (ABN 19179665983) ("we", "us"). By creating an account or using the Toolkit, you agree to these terms and to our privacy policy.

Effective date: 5 October 2026

1. The service

The Toolkit is a checklist for people running public policy reforms, organised into domains, checklist items and sub-items. It is offered on a Free plan and a paid Premium plan.

  • Free: all domains and checklist items. May display advertising if you allow it.
  • Premium: adds sub-items, search, customising your view, progress tracking, detailed explanations and downloadable templates, without advertising.

We may change or improve features over time.

2. General information, not professional advice

The Toolkit provides general guidance only. It is not legal, financial, policy or other professional advice, and it does not take account of your circumstances. You remain responsible for your decisions and for obtaining appropriate advice.

3. Your account

  • You must provide a valid email address and keep your password secure.
  • You are responsible for activity on your account.
  • An account is for one person and must not be shared.
  • Tell us promptly at admin@policyreformtoolkit.com if you suspect unauthorised access.
  • We'll send you emails about using the Toolkit and product updates. You can unsubscribe at any time; see our privacy policy.

4. Premium subscription and payment

  • Premium is a subscription billed annually in advance. The price is shown on the Toolkit before you upgrade and again at checkout, in Australian dollars or, depending on where you are, in your local currency (US dollars, pounds sterling, euros, New Zealand dollars or Canadian dollars). Prices include any tax we are required to collect. We are not currently registered for GST, so no GST is charged. Payments are processed by Stripe.
  • Your subscription renews automatically at the end of each period unless you cancel before the renewal date.
  • You can cancel at any time from your Account page. You keep Premium access until the end of the period you have paid for; it then ends and your account returns to Free.
  • If a renewal payment fails, we may keep Premium active for a short time while payment is retried, after which Premium ends.
  • Promotional codes (including free-access periods) are subject to any conditions shown with them and may be withdrawn at any time.
  • We may change the price for future periods with at least 7 days' notice.
  • Refunds are set out below. Nothing in these terms excludes your rights under the Australian Consumer Law.

Refunds

  • 14-day money-back guarantee. If Premium isn't right for you, email us at admin@policyreformtoolkit.com within 14 days of your first payment and we'll refund it in full. You don't need to give a reason. This applies once per person.
  • Annual renewals. If your subscription renews and you didn't mean it to, email us within 14 days of the renewal date and we'll refund that renewal in full. We'll email you a reminder before each annual renewal.
  • After 14 days, you can cancel at any time and keep Premium until the end of the period you have paid for, but we don't refund part of a period. We may make an exception where it's fair to do so.
  • Service problems. If the Toolkit is unavailable or seriously faulty for a significant time, contact us and we'll refund the affected period or extend your subscription.
  • Deleting your account within 14 days of a payment covered above still qualifies: email us and we'll refund that payment.
  • How refunds are paid. Refunds go back to your original payment method, in the currency you paid, and usually arrive within 5 to 10 business days. We refund the amount you paid, after any discount; we can't cover exchange-rate differences or fees charged by your bank. When a subscription is refunded, Premium ends straight away and your account returns to Free.
  • Your rights under the law. Our services come with guarantees that cannot be excluded under the Australian Consumer Law. For major failures with the service, you are entitled to cancel your service contract with us and to a refund for the unused portion, or to compensation for its reduced value. You are also entitled to choose a refund or compensation for reasonably foreseeable loss or damage. If a failure does not amount to a major failure, you are entitled to have problems with the service rectified in a reasonable time and, if this is not done, to cancel your contract and obtain a refund for the unused portion of the contract. If you live outside Australia, consumer rights where you live may also apply.

5. Acceptable use

You must not:

  • copy, resell, republish or redistribute Toolkit content (including Premium content and templates) except as needed for your own work;
  • attempt to access data or features you are not entitled to, or interfere with the security or operation of the service;
  • use automated tools to scrape or bulk-download content;
  • use the Toolkit unlawfully.

6. Intellectual property

The Toolkit, its checklist content, explanations and templates are owned by or licensed to Policy Reform Toolkit. We grant you a personal, non-transferable licence to use them for your own work while your account is active.

7. Availability

We aim to keep the Toolkit available and accurate but do not guarantee it will be uninterrupted, error-free or always up to date.

8. Liability

To the extent permitted by law, including the Australian Consumer Law, we exclude all implied warranties and are not liable for indirect or consequential loss arising from your use of the Toolkit. Where our liability cannot be excluded, it is limited, at our option, to supplying the service again or refunding the fees you paid for the affected period.

9. Suspension and termination

You can stop using the Toolkit and delete your account at any time from your Account page. Deleting your account cancels any Premium subscription straight away. Unused time isn't refunded automatically, but a payment made in the 14 days before you delete is refunded on request (see Refunds in section 4). We may suspend or close accounts that breach these terms.

10. Changes to these terms

We may update these terms. We will post the new version here and notify account holders of significant changes. Continuing to use the Toolkit after a change takes effect means you accept the new terms.

11. Governing law

These terms are governed by the laws of South Australia, Australia, and you submit to the courts of that jurisdiction.
