Good reforms fail on the steps that get missed

A key stakeholder overlooked. Another portfolio that wasn't consulted. The right policy announced at the wrong time. The Toolkit puts every consideration in one place, so your team can see what's done and what's still to do.

Nothing important slips

Work through every domain systematically, in whatever order your reform needs.

Know why each step matters

Each item has a short explanation, so the checklist doubles as a guide for new team members.

Pick up where you left off

With Premium, tick items off as you go. Your progress is saved to your account on every device.

Covers the full reform lifecycle

Eleven domains, each with its own checklist. Most reforms move back and forth between them, so start wherever you are.

  1. 01

    Develop an organisation strategy

How the reform process itself will be run: structure, plan, people, assurance and risk.

  2. 02

    Define the problem

What problem the reform solves, what causes it, and whether government should act.

  3. 03

    Set the objectives

SMART objectives focused on outcomes, and how success will be measured.

  4. 04

    Undertake policy analysis

The options for solving the problem, tested against evidence and agreed criteria.

  5. 05

    Develop your policy design

Who delivers the policy, how people use it, and how it is funded and monitored.

  6. 06

    Develop an implementation strategy

Who leads, how the policy is rolled out, and how delivery teams are supported.

  7. 07

    Develop a communications strategy

How the reform is explained and defended: the case, the messages and the timing.

  8. 08

    Develop a consultation strategy

Why, with whom and how to consult, and how the results will be used.

  9. 09

    Develop a stakeholder strategy

Who has a stake in the reform, how they see it, and how you'll engage them.

  10. 10

    Develop a political strategy

How the reform wins and keeps the political support it needs.

  11. 11

Keep a watching brief on progress

Keep watching how the reform is going once it's live, and adjust.
