How to use the Toolkit

The Policy Reform Toolkit is a checklist for running a public policy reform, from organising your team through to reviewing the results. This page explains how to use it.
Getting started
The checklist is organised into 11 domains, each covering part of a reform, such as defining the problem, policy analysis, stakeholders, communications and implementation.
- Choose a domain from the list on the left (on a phone, tap the "Domain" menu at the top).
- Each domain lists its checklist items: the things to consider or do, with a short explanation.
- (Premium Only) Many items have sub-items that break them down further. Select Show sub-items to see them.
You don't need to work through the domains in order. Most reforms move back and forth between them.
Free and Premium
Free accounts can browse all 11 domains and every checklist item with its short explanation, and download the Problem definition template, which has built-in AI prompts to help you draft it.
Premium adds:
- every sub-item under each checklist item;
- tick-boxes to track your progress, saved to your account and available on any device;
- search across the whole checklist;
- Customise your view, to focus on the domains that matter to you;
- detailed explanations on selected items ("Learn more");
- a Word template for each stage of a reform, with built-in AI prompts;
- no advertising.
Features marked with a lock are part of Premium. Select one to see how to upgrade.
Tracking your progress (Premium)
- Tick an item when you've dealt with it. Ticking an item also ticks all of its sub-items; you can tick sub-items individually too.
- Your progress is saved automatically to your account.
- The count next to each domain (for example "3/9") shows how many of its items and sub-items you've ticked, and the progress ring at the top shows your overall progress across the domains in your view.
Search and Customise your view (Premium)
- Search finds any item or sub-item containing your words, across the domains in your view. Matching items open automatically.
- Customise your view lets you show only some domains. Use a Quick focus button (such as "People & politics") or tick individual domains. Your choice is saved to your account. Select "All domains" to see everything again.
Templates
Select Templates at the top of the page. There is a Word template for each stage of a reform, grouped by domain. Each one has AI prompts you can copy into Microsoft Copilot, ChatGPT or another AI assistant: the first sets the context for your reform, and the others help you draft each section. Free accounts include the Problem definition template; the others come with Premium.
Your account and subscription
- Account (at the top of the page) shows your plan and, for Premium, your renewal date.
- To update your card, see invoices or cancel, select Manage billing on the Account page.
- If you cancel, you keep Premium until the end of the period you've paid for.
Refunds
Premium comes with a 14-day money-back guarantee. If it isn't right for you, email admin@policyreformtoolkit.com within 14 days of paying and we'll refund you in full, with no questions asked. The same applies within 14 days of an annual renewal, so you won't be stuck paying for a year you didn't mean to renew. Refunds go back to your original payment method, usually within 5 to 10 business days, and Premium ends when the refund is made. After 14 days you can still cancel at any time and keep Premium to the end of your paid period. See the terms of service for the full refund policy.
Deleting your account
To delete your account, go to Account and select Delete account at the bottom of the page, then enter your password. This permanently deletes your account and progress, cancels any Premium subscription straight away (unused time isn't refunded automatically, but a payment in the last 14 days is refunded if you email us) and stops Toolkit emails. It can't be undone.
Advertising (Free accounts)
Free accounts may show ads, but only if you agree. Use Ad preferences at the bottom of the checklist to change your choice at any time. Premium accounts never show ads.
Emails from us
When you sign up, we'll send you a few emails about getting started, our regular policy reform newsletter and product updates. Every one has an unsubscribe link, or you can turn them off under Email updates on your Account page. Account emails, such as password resets and receipts, are always sent.
